Social service (kela)
The general rule is that you can receive KELA benefits if you are permanently resident in Finland. The concept of permanent residence is defined in the law.
Working in Finland can also entitle you to KELA benefits.
Are you entitled to benefits? Of course, the issue that affects this is whether your migration to Finland:
From one of the member states of the European Union (EU) or the member states of the European Economic Area (ETA), from Great Britain or from Switzerland or from one of the other countries.
The member states of the European Economic Area are the member states of the European Union, plus Norway, Iceland and Liechtenstein.
Another issue that affects your entitlement to benefits is whether your migration to
Finland, for example:
- As an employee and worker or as a businessman
- as a student
- As a family member
- as a posted employee.
Finland has concluded agreements with some countries that are related to social security. These countries include the Scandinavian countries, the United States of America, Canada, Quebec, Chile, Israel, India, China, South Korea and Australia. Most of these contracts are related to retirees. Some of these agreements include the treatment of patients. If you have immigrated from these countries, ask KELA whether these agreements affect your social security.
